A Taiwan delegation led by Fredrick Chien, top advisor of the Cross-Straits Common Market Foundation, attended the Boao Forum for Asia Annual Conference 2010 held on April 9-11. Given the widespread attention that a cross-strait economic cooperation framework agreement (ECFA) has attracted, the topic “Opportunities Arising from the ECFA” was included on the agenda for a roundtable discussion among entrepreneurs from Taiwan and mainland China.
Chien said that the cross-strait economic agreement would be a very important framework agreement for promoting future cross-strait development. Once the two sides have taken the first step, exchanges will become more frequent, and this will benefit both Taiwan and the Chinese mainland.
ECFA is a regional trade arrangement allowable under World Trade Organization (WTO) rules, Chien pointed out. Given that both Taiwan and mainland China are WTO members, the cross-strait economic agreement will be formulated and signed under the WTO framework and in accordance with relevant WTO regulations.
The spokeswoman for the Taiwan delegation, Chinatrust Financial Holding Co. Chief Economic Advisor Christina Y. Liu, noted that the structure of close investment and trade dealings between Taiwan and the mainland in the past was distorted in the absence of institutionalization, as exemplified by Taiwan’s entrepreneurs generally making one-way investments in mainland China. The ECFA can provide the opportunity to correct this.
